A partir del próximo 1 de Julio habrá nuevas reglas para sacar y renovar la licencia de conducir en Delaware.

El 20 de Mayo el Consejo Asesor en Asuntos Hispanos de la Gobernación (GACHA por sus siglas en ingles) se reunió con Jennifer Cohan, directora de la División de Motores y Vehículos (DMV por sus siglas en ingles) y Scott Vien el jefe de los servicios para el conductor del DMV.

En dicha reunión, Cohan le presento a los miembros e invitados de GACHA, La Nueva Licencia de Conducir Segura y Programa de Identificación y la Implementación de esta normativa en el DMV de Delaware. Según la señorita Cohan, este nuevo sistema es una implementación de una Acta Federal de la Comisión 911 y empezará a ser aplicada el primero de Julio. Una de estas recomendaciones es para mejorar el sistema ya existente con el fin de asegurar las licencias y tarjetas de identificación de Delaware y la nación entera. Al tomar las medidas apropiadas para mejorar e implementar este sistema, se espera hacer el país más fuerte, más seguro y mejor protegido contra el terrorismo y el robo de identidad. Esto también incrementará la confianza de que en el país la gente es quien dice que es. El Departamento de Seguridad de Delaware está trabajando con el DMV en establecer los estándares mínimos para la regulación del estado al crear este sistema con el fin de que este conforme a la ley federal.

La señorita Cohen llamó a GACHA para que ayude a que el DMV divulgue la información a la comunidad hispana y para hacer claro que el DMV está implementando estos nuevo requisitos por mandato federal. Esta es información importante que debe ser compartida por las posibles consecuencias de no tener una licencia de conducir o una tarjeta de identificación segura. Las antes mencionadas podrían ser: prohibición de entrar a instalaciones federales, a instalaciones nucleares y volar o usar un tren en un viaje domestico. A la misma vez, la legislatura puertorriqueña invalidará todas las partidas de nacimiento de Puerto Rico. La señorita Cohan dijo que esto no tiene nada que ver con la Nueva Licencia de Conducir o Tarjeta de Identificación Segura de Delaware, estos son dos temas separados, es tan solo una coincidencia que ambos sean de la misma índole y que empezarán en la misma fecha, no se deben mezclar sus propósitos. Todos aquellos nacidos en la isla de Puerto Rico deben aplicar para una nueva partida de nacimiento seguro que solo será emitido en una agencia apropiada de Puerto Rico y, por ahora, nadie sabe con seguridad cuanto se tardará recibir la nueva partida. Mientras tanto, como ciudadanos, hasta que no tengan la nueva partida de nacimiento, no podrán sacar la nueva licencia de conducir o tarjeta de identificación segura de Delaware.

 

Las Nuevas Reglas para Pedir o Renovar Su Licencia o Tarjeta de Identificación

El estado de Delaware tienen nuevas reglas que cambiarán lo que debe llevar a su departamento de motores y vehículos local para aplicar o renovar su licencia de conducir o tarjeta de identificación. Estas reglas se harán efectivas el 1ero de Julio del 2010. Ya es el momento de saber que documentos tendrá que REUNIR y TRAER con usted para que pueda ASEGURAR su licencia o tarjeta de identificación. Aquellos aplicando por primera vez en Delaware y aquellos con licencias y tarjetas de identificación, deberán llevar documentos para comprobar su identidad, su presencia legal en los Estados Unidos y su residencia en el estado de Delaware. Para los que ya tienen una licencia o tarjeta de identificación, esto es tan solo una reevaluación de los documentos que a todos se les piden al aplicar para una licencia o una tarjeta de identificación por primera vez. Esta reevaluación le permitirá al DMV asegurar su identidad. Ahora usted puede usar su licencia de conducir o tarjeta de identificación para vuelos domésticos, entrar en instalaciones federales y para otros propósitos federales. Sin una licencia o tarjeta de identificación segura, tendrá que usar su pasaporte estadounidense para hacer estas cosas, obtener un pasaporte será más caro y le quitara muchísimo tiempo.

El Enlace entre la Seguridad Nacional y el DMV

Desde el 11 de Septiembre del 2001, la importancia de validar las licencias de conducir o las tarjetas de identificación ha llegado a otra dimensión - la seguridad nacional. Aquellos que rompen la ley que no pueden o, simplemente, no proveen documentación requerida o documentos de identificación validos tratan de engañar al sistema. El DMV tiene la responsabilidad de asegurarse que la persona mostrando la licencia o tarjeta de identificación sea quien dice ser.

?Que del Robo de Identidad?

El robo de identidad ocurre cuando alguien comete un crimen usando su información personal, como su nombre, licencia de conducir, número de seguro social, número de tarjeta de crédito o otra identificación sin su permiso. En tan solo  el año pasado, casi 10 millones de americanos fueron víctimas de robo de identidad (Comisión Federal de Comercio de USA). Víctimas de robo de identidad pasan un promedio de 600 horas y $1.400 para recuperarse del crimen cometido (Centro de Recursos del Robo de Identidad). Al mejorar los estándares de identificación será mas difícil obtener una licencia de conducir o una tarjeta de identificación usando el nombre de otra persona.    

?Qué Documentos Tendrá que Traer?                 

Venga al DMV preparado. Revise estas listas de documentación para saber que debe REUNIR y TRAER con usted para aplicar para una licencia  o tarjeta de identificación SEGURA. Hacer esto en adelantado permitirá al DMV procesar su aplicación con más eficiencia.

Toda documentación debe ser validad y vigente y debe ser la copia original o una copia certificada. Para una lista completa de la documentación visite nuestra página web SecureID.dmv.de.gov:

Pruebas de identificación y ciudadanía estadounidense o presencia legal:

 - Partida de Nacimiento de los Estados Unidos o pasaporte estadounidense (comprueba tanto la identidad como la ciudadanía)

- Pasaporte Extranjero (comprueba la identidad pero no la presencia legal). Tendrá que traer documentos inmigratorios adicionales como una I-94 o una tarjeta de autorización de empleo. 

 Prueba de Numero de Seguro Social (SSN)

- Tarjeta de Seguro Social

Prueba de residencia en Delaware:

- Cualquier correo no-personal entregado con su nombre y dirección en los últimos 60 días

¿Porqué los Cambios?

La respuesta es simple - para su seguridad y conveniencia. La nueva tarjeta cumple con los requisitos de la Comisión 9-11, cuya creación tomo lugar luego de los ataques terroristas a los Estados Unidos en el 2001. Estos requisitos se enfocan en mejorar la seguridad de nuestra nación.

?Qué mas está haciendo el DMV de Delaware para Asegurar su Identificación?

 Nuevas licencias de conducir y tarjetas de identificación son tan solo una de muchas cosas que su DMV está haciendo para asegurar su identidad.  

- Actualizará la imagen y seguridad de nuestras licencias o tarjetas de identificación para que sean extremadamente difíciles de replicar.

- Tomará las fotos para la licencia o la tarjeta de identificación al principio del proceso de expedición.

- Comparará todas las fotos tomadas a una base de datos de rasgos fisionómicos para asegurar que la persona tomándose la foto no está tratando de robarse la identidad de otro. 

- Verificará electrónicamente toda documentación para comprobar autenticidad usando nuestra tecnología de punta

- Producirá las licencias y tarjetas de identificación en un cuarto de producción de alta seguridad.

- Proveerá entrenamiento para todos los trabajadores del DMV para reconocer documentación fraudulenta.  




Delaware’s New Secure Driver License

Starting July 1st new rules will be applied to issue and renew driver licenses in Delaware

On May 20th, the Governor’s Advisory Council on Hispanic Affairs (GACHA) met with Ms. Jennifer Cohan, Director of the Division of Motor Vehicles (DMV) and Mr. Scott Vien, Chief of Driver Services of DMV.

 

At this meeting, Ms. Cohan presented to GACHA members and guests, DMV’s Delaware’s New Secure Driver License and Identification Program and Implementation. According to Ms. Cohan, this new system is a Federal Act Implementation of the 911 Commission and it will start taking place on July 1st. One of these recommendations is to improve the already existing system in order to better secure Delaware’s and the nations Driver Licenses and Identifications cards. Taking the proper steps to improve and implement this system, is expected to make the nation stronger, safer and better protected against terrorism and identity theft. This will also increase nationwide confidence that people are who they claim to be. The Delaware Homeland Security office is closely working with DMV in issuing the minimum standards for the state’s regulations in creating this system in order to be federally compliant.

Ms. Cohen reached out to GACHA in order to help DMV get the word out to the Hispanic community and to relay information that DMV is implementing new requirements due to federal mandate. This is important information that needs to be shared because of its possible consequences for not having a secure Driver License or Identification card. Such consequences could be: barred from entering a federal facility, flying or using a train on a domestic trip as well as entry into a nuclear facility. At the same time, the Puerto Rican legislature will invalidate all Puerto Rican birth certificates. Ms. Cohan said that this has nothing to do with the DMV implementation of Delaware’s new secure Driver License and ID cards, these are two separate issues, but is just a coincidence in the taming and the starting date of both and it shouldn’t be mixed up one with the other. All those born on the island of Puerto Rico must apply for a new secure birth certificate that will only be issued by the proper Puerto Rican agency and at this time, no one is sure on how much time it will take to receive the new certificates. Meanwhile, as citizens, until they have the new secure birth certificates, they cannot get the new secure Driver’s licenses or Identification cards.

 

 

New Rules for Applying for or Renewing Your License or ID

Delaware has new rules that affect what you will need to bring to your local motor vehicle office when applying for or renewing your driver license or identification card. These rules are effective July 1, 2010. So now’s the time to find out what documents you will need to COLLECT and BRING with you so you can SECURE your driver license or identification card.

First time Delaware applicants and existing driver license or identification card holders should expect to provide source documents as proof of identity, legal presence in the United States, and current residence in the state of Delaware.

For existing license and identification card holders, this is a one-time revalidation of the source documents everyone is asked to present when first applying for a driver license or identification card. This reevaluation will enable Division of Motor Vehicles (DMV) to ensure your identity. You can use your driver license or identification card for domestic flights, entering federal facilities, and other official federal purposes. Without a compliant driver license or identification card, you will be required to obtain a U.S. passport to do these things, and obtaining a passport is going to be more time consuming and expensive for you.

The Link between National Security and DMV

Since September 11, 2001, the importance of valid driver licenses and identification cards has taken on a new dimension – national security.

Lawbreakers who cannot, or will not, provide valid identification or other required documentation often try to beat the system. People have successfully used fake names and counterfeit documents to get driver licenses and identification cards.

DMV has the responsibility to ensure that the person presenting a driver license or identification card is who they claim to be.

 

What About Identity Theft?

Identity theft happens when someone commits a crime using personal information such as your name, driver license, social security number, credit card number or other ID without your permission. Last year alone, almost 10 million Americans were victims of identity theft (US Federal Trade Commission). Identity theft victims spend an average of 600 hours and $1,400 recovering from the crime (Identity Theft Resource Center). Improving the standards for accurate identification will make it more difficult for someone to obtain a driver license or identification card using another person’s name.

 

What Documents Will You Need to Bring?

Come to the DMV prepared. Review these source documentation lists to find out what you need to COLLECT and BRING with you when applying for a SECURE driver license or identification card. Doing this in advance will allow the DMV to process your application more efficiently.

All source documentation must be valid and unexpired and must be the original or a certified copy. For a complete list of acceptable source documentation, please visit our website at SecureID.dmv.de.gov.

Proof of identity and U.S. citizenship or legal presence in the U.S.:

• U.S. Birth Certificate or U.S. Passport (proves both identity and U.S. Citizenship)

• Foreign Passport (proves identity, but not legal presence in the U.S.). You will also need additional immigration documentation such as an I-94 or an employment authorization card.

Proof of Social Security Number (SSN)

• Social Security Card

Proof of Delaware residency:

• Any non-personal mail sent in your name to your address within the last 60 days

 

Why the Changes?

The answer is simple—for your security and convenience. The new card meets the requirements of the 9-11 Commission, which was formed following terrorist attacks on the United States in 2001. These requirements were aimed at improving our nation’s security.

 

What Else Is Delaware DMV Doing to Secure Your ID?

New driver license and identification card rules are just one of many things your DMV is doing to ensure your identity is secure. We are also:

• Updating the look and security of our driver licenses and identification cards to make them extremely difficult to replicate.

• Taking driver license or identification card photos at the beginning of the issuance process.

• Comparing all driver license and identification card photos to our facial recognition database to ensure the person standing in front of us is not trying to steal someone else’s identity.

• Electronically verifying all source documentation for authenticity using our state of the art document verification system.

• Producing and issuing our driver licenses and identification cards from a highly secure card production room.

• Providing fraudulent document recognition training for all DMV frontline staff.

Jobs Remain Markell’s Focus in State of the State

 “We will create an environment for new prosperity. We will encourage economic growth, demand a leaner, more efficient government and provide our children a world-class education so they can work in first-class jobs,” Jack Markell.

Dover, DE – Creating more jobs is critical to restoring Delaware’s promise and prosperity, Governor Jack Markell made clear in his State of the State address today January 21 

“Our focus is on creating more and better jobs and building a stronger economy for us all.  To do that, Delaware must be the best state to start or grow a business.  We will create an environment for new prosperity.  We will encourage economic growth, demand a leaner, more efficient government and provide our children a world-class education so they can work in first-class jobs,” Markell said.

 

In an address that spoke frankly of the problems the State faces, Markell struck an optimistic tone while laying out some of the detailed efforts by the State to create more jobs in Delaware. He made clear the State’s competitive advantages, explained how it is fighting to keep every job that is already here and moving aggressively to expand economic opportunity for everyone. He specifically mentioned:

 

               Supporting the State’s Small Business LIFT program, which helps businesses gain access to critical lines of credit and has aided 37 small businesses in a year.

               Launching the Jobs Incentive Fund to give business the ability to invest in high-growth jobs and implementing a “Business Finders Fee” for businesses that help bring other companies to Delaware.

               Partnering with the SEU to put people to work while driving down the state’s energy costs.

               Improving our quality of life through efforts like statewide recycling and investing in affordable housing through the Housing Development Fund.

               Improving responsiveness to state permitting applications, specifically that DNREC and DelDOT will offer an answer to most applications within 60 days.

               Recognizing the need to expand manufacturing in Delaware.

               Investing in infrastructure, including the Port of Wilmington, to help Delaware export what it makes to other states and countries.

               Supporting Bond Bill funding for a center for high-tech labs, health sciences and other research at the old Chrysler site.

 

Markell said: “To restore Delaware’s promise and prosperity, we will reshape the way we, as a State, do business. We want every business to feel the way the founder of a new company that recently located in Seaford felt when he told me: ‘After doing business with Delaware, I don’t see why anybody would do business anyplace else.’”

Government also needs to be smaller and more efficient if it is going to respond quickly to economic opportunities, Markell said in the speech. The Governor, who will present a balanced budget on January 28, explained a few of the ways that the State has cut costs, including slashing the number of state fleet vehicles; eliminating 1,000 positions in state government; renegotiating leases on state buildings and cutting the total square footage of office space; reducing by 100,000 the number of checks the State cuts each year; no longer printing budget books and saving several hundred thousand dollars in cutting other print projects; and better leveraging the State’s information technology across agencies to save significant IT costs.

“Businesses want to operate in states that prudently manage their fiscal affairs, in good times and bad,” Markell said. “In the end, we want our State government to provide core services and enhance our quality of life in a way that is affordable.  That’s what we are doing.  By making government leaner and more efficient, we make our State a better place to create new and better jobs.”

World-class jobs require that children receive a world-class education. The State of the State made clear that businesses want to locate in areas with strong public schools where employers can send their children and want a workforce ready to meet new challenges. Delaware has proposed bold new changes and achieved significant buy-in across the state for an education agenda that puts kids first. The State’s education agenda rests on improving student readiness by holding them to high standards; effectively using student data to drive classroom results; ensuring teacher quality; and turning around persistently low-performing schools.

“Providing a world-class education is not only our moral obligation -- our State’s economic future depends on it.  Every state is competing for the businesses that seek the best and the brightest of our youth.  So we must build on the foundations of success our hard-working teachers and administrators have already established,” Markell said.

“Government cannot be all things to all people,” Markell continued.  “Our commitment to protect those who cannot protect themselves is unwavering.  Our commitment to educating our children is unshakable.  And our commitment to creating jobs is unmistakable.  But, to be clear, government alone cannot change the world – only people can.”

Investing in new jobs, making government more cost-effective and strengthening our State’s public schools is the best way to ensure that Delaware succeeds in the long-term, Markell said. He ended his State of the State with a call to action:

“We got through a difficult year together.  Because we will keep our commitments to our State and each other, then someday, when we are long past these turbulent times, future generations will look back at the first years of this decade with wonder.  They will say that despite enormous struggles against a record-setting recession and unprecedented budget deficits, we joined together to set the State on a better course. They will know that we restored our State’s prosperity and renewed our promise of more accountable government, world-class industries, responsible economic growth, a sustainable quality of life, a well-educated citizenry, and a society of opportunity for all.  We will meet these challenges together, because we will seize this chance today and do what is best for our children’s tomorrows.  Those future generations will look back and say, this was the beginning of Delaware’s finest hour.”
